The Interparliamentary Conference on Stability, Economic Coordination and Governance in the EU provides a framework for a debate and exchange of information and best practices in implementing the provisions of the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union (The Fiscal Compact), in order to strengthen the cooperation between national parliaments and the European Parliament. The goal is to contribute to the bolstering of democratic legitimacy and accountability in the area of economic governance and budgetary policy of the EU; particularly in the Economic and Monetary Union, taking the social dimension, and the link of solidarity and supervision into account. Those shall remain in the competences of the EU parliaments without prejudice.

Since 2013, this Conference has replaced the meetings of the chairpersons of the respective parliamentary committees organized by the national parliaments within the parliamentary dimension of the Presidency of a particular Member State in the Council of the EU. The conference meetings are held at least twice a year in conjunction with the annual cycle of coordination of economic and fiscal policies of the EU (the so-called European Semester).

In the first half of each calendar year, the Conference takes place in Brussels within the so-called European Parliamentary Week, and it is co-organized and co-chaired by the presiding national parliament and the European Parliament. In the second half of the calendar year, the Conference takes place in the Member State currently holding the Presidency of the Council of the EU and is chaired by the presiding parliament.

The Conference is composed of the delegations of the respective committees of the national Parliaments of the EU Member States and the delegations of the European Parliament. The composition and size of a delegation is determined by each parliament. There may be two representatives of the parliament of each EU candidate country invited as observers, and contingent upon consultations within the Presidency Trio, representatives of other parliaments or EU institutions may also be invited as special guests.
